These two terms are sometimes used interchangeably by suppliers, but they describe different things.
Pre-shrunk elastic has been treated during or after manufacturing to release residual tension. The shrinkage has already occurred in a controlled setting. The elastic you receive will experience minimal further shrinkage in use.
Shrink-resistant elastic has been treated with a coating or finishing process designed to resist shrinkage, but the underlying tension in the elastic has not necessarily been released. Performance depends on the durability of the finish. Over repeated washes, shrink-resistant elastic can begin to behave like untreated elastic as the finish degrades.

Every production batch of Konika pre-shrunk elastic is tested before dispatch using the following process.
Samples are taken from each production batch and subjected to a controlled wash test. The elastic is measured before and after washing. The shrinkage value is recorded against the batch. Batches that measure above 1% shrinkage are held back from dispatch and reviewed.
